This course will address developments in United States Supreme Court and North Dakota Supreme Court case law in the area of DUI/APC and other traffic offenses. North Dakota Supreme Court cases in the area of Department of Transportation administrative implied consent hearings will also be reviewed. Finally, the course will provide a legislative update by examining changes in these areas enacted by the 2013 North Dakota Legislature.
Speaker: Aaron Birst graduated with distinction in 2001 from the UND School of Law. Currently, Birst is legal counsel for the Association of Counties where he provides legislative services and support to all of ND Counties. Additionally, he contracts with the Department of Transportation to provide support to law enforcement and prosecutors in the area of traffic safety. The Traffic Safety Resource Prosecutor (TSRP) program was adopted by the National Highway Traffic Safety Administration (NHTSA) as a way to help reduce and eliminate traffic fatalities on our nation’s highways. Previously, Birst was a criminal prosecutor in both Cass and Stutsman counties. He received his B.S. in History Education from NDSU in 1998.
